What it's really for

Putting a second controller back on a PlayStation 3, without paying the price of a used DualShock 3 whose battery condition is unknown. Classic shape: two sticks, D-pad, four action buttons, four triggers, vibration. Built-in 400 mAh battery recharged by USB cable. The manufacturer also states use on Windows PC, which makes it useful for emulators.

How you actually connect it

Charge it fully with the supplied USB cable before first use. On PS3, you plug the cable into the console, press the central button, then you can unplug: the controller stays paired over Bluetooth. On PC, pairing is done from the Windows Bluetooth menu. No receiver is included: if your computer has no Bluetooth, you will need a USB Bluetooth adapter, bought separately.

This is not a Sony DualShock 3: it is an unbranded third-party controller.
